Irfan View is a free software you can use for this purpose. It would probably be faster in Irfan View. If you want to create thumbnail for single picture just open it and press Ctrl+R to resize it.
For multiple picture files, from File menu select Batch Conversion/Rename. Then in the new window that pop’s up select Batch Conversion-Rename Result files. Select the desired output format, and set the size of thumbnail in the Advanced Options. You can define the wdith or height or height and width or define image size as a % value.

Thanks for your comments.. I do find Irfan View useful, but well, there needs to be alternatives for everything I feel and also, this is a web based service.
It is is quite unnecessary to download anything and install.
So less trouble that way.. It comes in useful for people who want to such conversions only once in a while. For them, it doesn’t make sense to download an application for that one time.
I had completely forgot that IrfanView actually has a thumbnail generator. You simply need to launch it by pressing T and add the images you want.
If you have a fast connection, using a web service is probably a better option. However, I have a connection with 8kbps upload speed. So, it would be much faster to download and install irfan view.
I guess you are right about the speed of the connection, but it is an unnecessary clutter for people who only use it once.
Installing and uninstalling is simply not worth the trouble for a one time usage. This suits such operations better
